§ 31-52. Limited time parking lots and no parking during designated times lots.

  • (a)

    It is unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or owned or operated by such person to be stopped, stood or parked on any parking lot owned by the city or other publicly owned parking lot within the city in the following locations in excess of the periods of time allowed for parking prescribed herein or during the periods of time prescribed herein when parking a vehicle is unlawful:

    The public parking lot south of the Library on the northeast corner of Juliette Avenue and Houston Street

    This entire lot will be designated as free parking with a three-hour time limit, except for the 11 stalls on the west side of said parking lot next to Juliette Avenue, which will have a 30-minute time limit. These parking time limits shall only be applicable on Monday through Saturday between the hours of 6:00 a.m. and 9:00 a.m. and on Sunday from 1:00 p.m. to 6:00 p.m., provided that such restrictions shall not apply on any holidays.

    The public parking lot on the south side of Humboldt Street between Third and Fourth Streets

    Except as set forth hereinafter, this entire lot will be designated as free parking and the south two parking rows shall be restricted with a two-hour time limit. All remaining parking rows shall be unrestricted as to the amount of time a vehicle can remain parked therein. The time limits on this parking lot shall apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. The city manager is hereby authorized to designate up to eight parking stalls within this public lot for reserved use by public vehicles only. Such public vehicles may be owned and operated by public law enforcement, community corrections, the United States Government, or any similar public agency or entity. Once designated, the city manager shall place signs within each such parking stall, clearly setting forth the public use to which such stall is reserved. Such reservation shall apply 24 hours a day, each and every day of the week, and such stalls shall not be subject to the time restrictions set forth herein. Once posted, it shall be unlawful for any person to park a vehicle in violation of the reservation noted thereon.

    The public parking lot on the north side of Houston Street, west of, and adjacent to, Third Street

    This entire lot shall be designated as free parking with the north two parking rows restricted with a two-hour time limit. All remaining parking rows shall be unrestricted as to the amount of time a vehicle can remain parked therein. The time limits on this lot shall only be applicable on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lots on the north side of Laramie Street, west of, and adjacent to, 12 th Street

    These entire lots shall be designated as free parking with a two-hour time limit. The time limits on this lot shall only apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lot on the west side of North Manhattan Avenue, north of, and adjacent to, Laramie Street

    This entire lot shall be designated as free parking with a two-hour time limit. The time limits on this lot shall only apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lot on the south side of the 1200 Block of Bluemont Avenue

    The entire lot shall be designated as free parking with a two-hour time limit. The time limits on this lot shall only apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lot on the north side of the 1100 Block of Moro Street

    The entire lot shall be designated as free parking with a two-hour time limit. The time limits on this lot shall only apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lot on the south and east sides of 227 Blue Earth Place

    The 34 parking stalls in the center aisle on the south side and eight parking stalls immediately east of the drive thru lane of 227 Blue Earth Place shall be designated as free parking with a two-hour time limit. The time limits on this lot shall only apply on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.

    The public parking lot adjacent to Town Center Mall

    The entire lot is designated as free parking and shall not be restricted as to the amount of time within which a vehicle may be parked. However, it is unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or owned or operated by such person to be stopped, stood or parked on this parking lot between the hours of 3:00 a.m. and 6:00 a.m. except for government vehicles, vehicles making deliveries to the stores located in Town Center Mall, vehicles used in cleaning, snow removal or maintenance of the parking lot or Town Center Mall, or vehicles with lawful permits issued and displayed pursuant to section 31-70 of this Code.

    The public parking lot at the Manhattan Municipal Court Building

    It is unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or owned or operated by such person to be stopped, stood or parked on this parking lot between the hours of 11:00 p.m. and 6:00 a.m. except for government vehicles and other vehicles authorized by the city.

    (b)

    The city engineer or his/her designee is hereby authorized to post stop signs, yield signs, signs and other markers denoting no parking areas, reduced speed zone signs and markers and such other traffic control devices at all locations as he/she may deem necessary and appropriate within the boundaries of any parking lot owned by the city or other publicly owned parking lot within the city. From and after the placement of such traffic control devices, it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or owned or operated by such person to be stopped, stood or parked in violation of such posted traffic control devices and any violation thereof and the penalty therefore shall be as prescribed for such violation by the Standard Traffic Ordinance for Kansas Cities, as adopted and amended by the city.
