§ 32-120. Water meters required.

  • When under the provisions of this division the amount of any monthly sewer usage charges shall be determined wholly or in part by the amount of water used upon any premises furnished with sewer service by the POTW, the quantity of water so used upon the premises shall be measured by the water or wastewater meter(s) serving the premises. If any occupant or owner of any premises connected with the POTW shall obtain water from a source other than the city's water system, then such occupant or owner shall, at his own expense, install and maintain a water or wastewater meter(s) on the premises satisfactory to the director of public works or other duly designated representative of the city. Said meter(s) shall measure all water received on said premises from all sources, or discharged to the POTW and, in addition to the monthly sewer usage charge set forth in section 32-116, all other applicable sewer usage charges shall be based upon the aggregate quantity of water received on the premises as measured by the meter(s). The director of public works or any other duly authorized representative of the city shall have access to the premises of the customer at all reasonable times for the purpose of inspecting and testing the water meter and reading the records thereof. For all POTW connections located outside of the city limits, where the installation of a water or sewer meter is not feasible, the director of public works or other duly designated representative of the city shall have the authority to determine the appropriate equivalent meter size for the connection based on the usage of the structure(s) in order to establish the required system development charge set forth in section 32-116 and the monthly meter-based sewer system capacity surcharge set forth in section 32-117.
