§ 23-89. Traffic and motor vehicles.

  • (a)

    Licensed motor vehicles shall be permitted only on designated paved park roads or parking areas or such other areas as may on occasion be specifically designated as a temporary roadway or a temporary parking area by the director of parks and recreation.

    (b)

    The speed limit for licensed motor vehicles on park roads shall be 20 miles per hour or as posted.

    (c)

    Unlicensed vehicles such as motor scooters, motorcycles, mini-bikes and go-carts shall not be permitted in parks, recreation areas or open space areas.

    (d)

    All vehicles shall be parked in areas or places so designed for parking. Parking in places contrary to posted regulations and times is prohibited, and such vehicles may be removed by the city at the owner's expense.

    (e)

    Vehicles shall not be left unattended in a park or recreation area or open space area after restricted closing time, except under emergency conditions or with approval of park authorities.

    (f)

    It shall be unlawful:

    (1)

    To fail to comply with city ordinances and state statutes in regard to the operation of licensed vehicles in park areas;

    (2)

    To fail to observe all traffic signs in the park including indicated speed, direction, caution, stopping and parking, and all other such signs posted for proper control of vehicles;

    (3)

    To park on the traveled portion of the road or driveway within the park at any time, unless directed by a park official;

    (4)

    To clean, wash, repair or do any work whatsoever on private vehicles within recreation, park and open space areas, except for emergency repairs;

    (5)

    To use bicycles in park, recreation and open space areas except in compliance with city ordinances in regard to their equipment and operation.
