§ 8-170. Certificate required; exceptions.

  • (a)

    It is unlawful for any person, except as otherwise provided in this section, to perform any mechanical work without possessing a valid, unrevoked mechanical master, mechanical journeyman, refrigeration master, refrigeration journeyman, sheetmetal master, sheetmetal journeyman, pipefitter master or pipefitter journeyman certificate issued by the city. A mechanical, refrigeration, sheetmetal, or pipefitter journeyman shall not do any mechanical work except under the full time employment of and direct supervision of a mechanical master. For the purposes of this article, full time shall mean at least 40 hours per week. It is not a violation of this section for a mechanical apprentice to assist a mechanical master, mechanical journeyman, refrigeration master, refrigeration journeyman, sheetmetal master, sheetmetal journeyman, pipefitter master or pipefitter journeyman in the performance of mechanical work.

    (b)

    It is unlawful for any person to work as a mechanical apprentice without possessing a valid, unrevoked mechanical apprentice's certificate. Every mechanical apprentice shall carry a mechanical apprentice's certificate, as issued by the city, at all times while in the performance of their duties as a mechanical apprentice.

    (c)

    Any person may perform mechanical work in or upon their own home, shop, garage or other structure on the premises which they own and reside; provided, however, any person performing such mechanical work shall secure a permit for such work. The work shall be inspected and approved by the building official, and all applicable inspection fees shall be paid.

    (d)

    All mechanical apprentices shall register with the city by July 1, 1998.

    (e)

    It is unlawful for any person to permit or allow any number of mechanical apprentices to assist mechanical masters, mechanical journeymen, refrigeration masters, refrigeration journeymen, sheetmetal masters, sheetmetal journeymen, pipefitter masters or pipefitter journeymen in performing mechanical work in excess of the following ratio: two mechanical apprentices for each mechanical master, mechanical journeyman, refrigeration master, refrigeration journeyman, sheetmetal master, sheetmetal journeyman, pipefitter master or pipefitter journeyman.
