§ 31-156. Permit required; exceptions.
(a)
It shall be unlawful for any person to engage in, participate in, aid, form, or start any special event, block party, or assembly unless the city clerk has issued a permit for such activity.
(b)
A permit shall not be required for a funeral procession.
(c)
A permit shall not be required for a special event occurring at city parks and recreation facilities, except when the director of parks and recreation makes a determination that a special event permit is necessary for the safety or management of the special event, due to its size, duration, nature, location, or other similar factors.
