Division 7. PARKING PERMIT DISTRICTS |
§ 31-128. Purpose.
The governing body finds and declares that the provisions of this division are enacted for the following reasons:
(a)
To reduce hazardous traffic conditions resulting from the use of streets within the below described district for long term storage parking of vehicles by persons not residing within the district;
(b)
To protect the residents of the below described district from unreasonable burdens in gaining access to their residence because of long term storage parking by persons not residing within the district;
(c)
To promote efficiency in the maintenance of streets in the below described residential district in a clean and safe condition:
(d)
To preserve the value of the property in the below described residential district;
(e)
To promote traffic safety and the safety of children and other pedestrians in the below described residential district;
(f)
To forestall dangers arising from the blocking of fire lanes, hydrants and other facilities required by emergency vehicles, both in reaching victims and in transporting them to hospitals;
(g)
To facilitate the movement of traffic in the event of accidents and other disasters; and
(h)
To promote the peace, comfort, convenience and welfare of inhabitants of the city.
