§ 30-1. Obstructing.

  • (a)

    It shall be unlawful to obstruct vehicular or pedestrian traffic on any street, alley, sidewalk, public place, public plaza or right-of-way. For the purposes of this section, "to obstruct" includes, but is not limited to, the following:

    (1)

    To walk, stand, sit, or lie in a manner that blocks the lawful passage by another person or vehicle or that requires another person or driver in the normal course of travel to take action to avoid physical contact;

    (2)

    To place any object in a manner that blocks the lawful passage by another person or vehicle or that requires another person or driver in the normal course of travel to take action to avoid physical contact;

    (3)

    To block, in any way, the entrance of any public or private structure from the street, alley, sidewalk, public place, public plaza, or right-of-way;

    (4)

    To conduct any activity on a street, alley, sidewalk, public place, public plaza, or right-of-way without a city permit, if such activity requires a city permit.

    (b)

    It shall not be a violation of subsection (a) to do the following:

    (1)

    To conduct, engage in, or attend any activity on the street, alley, sidewalk, or public plaza allowed by a city permit issued for such activity.

    (2)

    To place newsstands, news racks, and other devices for the distribution or sale of newspapers, pamphlets and handbills.

    (3)

    To exercise a person's constitutional right to picket, or to legally protest, provided that, if required, such person has obtained a city permit for such activity.
