§ 2-251. Background.

The city receives and disburses substantial amounts of money. While certain requirements relating to the handling of public monies are set forth in state law, a written statement of policies and procedures governing the management and investment of monies under the custody of the city is advisable to provide direction to all officers and employees and to inform the general public and concerned financial institutions as to the policies and practices of the city.
