§ 2-72. Administration generally.

  • The manner in which each individual department is structured shall be established by the city manager. The affairs of the various administrative departments of the city shall be administered by officers and employees, or departments or boards as may be provided by the Code or other ordinances, all of whom shall be appointed by the city manager, unless otherwise provided by law, and shall hold office at his/her pleasure; provided, that the manager need not appoint or employ any officer or employee herein provided for, when the business of the city shall not require it. The duties of such officers and employees, departments or boards shall be as determined by the city manager, unless established by provisions of this Code, other ordinances of the city, or by the laws of the state.
