§ 15-116. Right to apply for permit.

Any person, other than public utilities which are eligible to obtain a franchise from the city, desiring to place within any street, alley or other public right-of-way within the city, any cable, pipe, conduit, transmission line, wire or any other such similar device or structure, may apply to the city, for a permit for such purpose as set forth in this article.
